DRI Busts Rs 2,500 Crore SAFTA Duty-Evasion Network in Areca Nut Imports
Summary
The Directorate of Revenue Intelligence (DRI), under the Union Ministry of Finance, announced on 16 August 2026 that it had dismantled a major network involved in fraudulently evading customs duty on areca nut imports by misusing the South Asian Free Trade Area (SAFTA) agreement, with a potential revenue loss exceeding Rs 2,500 crore.
What Happened
Following a month-long intelligence-led operation, DRI found that syndicates were importing areca nuts from Indonesia, Thailand, Malaysia and other South-East Asian countries, then falsely declaring Bangladesh as the country of origin to fraudulently claim full customs duty exemption available under SAFTA for genuine Bangladeshi-origin goods. Areca nuts attract a Basic Customs Duty of 100 percent, but SAFTA-compliant imports from Bangladesh are exempt if they meet prescribed Rules of Origin. Investigators found that consignments were routed through an Export Processing Zone in Bangladesh, repacked, and shipped to India as Bangladeshi produce. Searches were conducted in Kolkata and Visakhapatnam; DRI seized about Rs 75 lakh in cash and around 160 metric tonnes of areca nuts, and arrested nine persons. Officials also found use of hawala channels and dummy entities to layer the proceeds.
