What Happened?

On 19 August 2026, the Union Cabinet Committee on Economic Affairs (CCEA) approved the upgradation of the Muzaffarpur-Sitamarhi-Sonbarsa section of National Highway-22 (NH-22) in Bihar to 4-lane standard, to be implemented on Hybrid Annuity Mode (HAM), at a total capital cost of Rs 3,590.73 crore.

  • Upgraded to 4-lane standard.

Why It Matters

The project will improve connectivity in north Bihar and forms part of the government's continuing highway expansion programme under the Ministry of Road Transport and Highways, supporting trade, mobility and regional development.

Static GK Connection

Hybrid Annuity Mode (HAM) is a public-private partnership model in which the government funds about 40% of the project cost during construction and the remaining 60% is paid to the developer as annuity payments over the operations period, sharing risk between the government and private developer.

TNPSC Relevance

Useful for national infrastructure and Union Cabinet decisions covered in TNPSC current affairs, and for understanding highway funding models like HAM.
