Indian Economy is one of the most scoring and frequently tested sections in TNPSC Group 1, Group 2, Group 2A, Group 4, and VAO examinations. This chapter builds your foundation on Five Year Plans, which forms the base for understanding India's planned development journey from 1951 to 2017, before moving into Budget and Fiscal Policy concepts in Part 2.

TNPSC gives high weightage to Planning Commission history, Plan objectives, growth targets vs achieved growth, and NITI Aayog transition. Static facts like "Father of which Plan", "Growth rate target", and "Plan Holiday years" are repeatedly asked.

1. Introduction to Indian Economic Planning

After Independence in 1947, India adopted a "Mixed Economy" model combining features of capitalism and socialism. To achieve balanced and planned growth, the Planning Commission was established on 15th March 1950 by a Cabinet Resolution (not by the Constitution). The Prime Minister serves as the ex-officio Chairman of the Planning Commission.

The concept of Five Year Plans in India was inspired by the Soviet Union's planning model. The idea was first proposed by M. Visvesvaraya in his book "Planned Economy for India" (1934), but the formal planning process began only after Independence.

Unlike the Planning Commission, NITI Aayog is a think tank without the power to allocate funds to states; it works on cooperative and competitive federalism principles.
